The VTS Awards ceremony recognizes those who contribute to and support the purposes of IEEE in general, and of VTS in particular, in an exceptionally worthy manner. This year, the VTS awards were presented during the Awards Luncheon on 20 September 2016, during VTC2016-Fall in Montréal, Canada. This report lists the presented awards, their respective awardees and a short description of each award.
VTS Chapter-of-the-Year Award
This award recognizes the outstanding Chapter of IEEE Vehicular Technology Society out of all active VTS Chapters. The basis for judging is the largest total attendance for technical meetings held within the current year. The award consists of a plaque presented to the Chair of the Chapter.

Best Papers Awards (2013-16)
The Best Papers Awards recognize the best papers published in the Transactions of Vehicular Technology over the period 2013-16 in the following four areas: Systems, Propagation, Vehicular Electronics, and Land Transportation. Each award consists of a Certificate for each co-author and $500 equally divided among all co-authors. The basis for judging is the largest number of citations, excluding self-citations.
2016 Jack Neubauer Memorial Award
This is awarded for the best systems paper published in IEEE Transactions on Vehicular Technology.
Awarded to “Intracluster Device-to-Device Relay Algorithm With Optimal Resource Utilization” by Bin Zhou, Honglin Hu, Sheng-Qiang Huang and Hsiao-Hwa Chen
2016 Neal Shepherd Memorial Best Propagation Paper Award
This is awarded for the best propagation paper published in IEEE Transactions on Vehicular Technology.
Awarded to “Statistical Characterization of κ-μ Shadowed Fading” by Jose Paris
2016 Best Vehicular Electronics Paper Award
This is awarded for the best paper relating to Vehicular Electronics published in IEEE Transactions on Vehicular Technology.
Awarded to “Optimizing Electric Vehicle Charging: A Customer's Perspective” by Chenrui Jin, Jian Tang and Prasanta Ghosh
2016 Best Land Transportation Paper Award
This is awarded for the best paper related to Land Transportation published in IEEE Transactions on Vehicular Technology.
Awarded to “Performance Analysis and Enhancement of the DSRC for VANET's Safety Applications” by Khalid Abdel Hafeez, Lian Zhao, Bobby Ma and Jon W. Mark
Significant Individual Accomplishment (Service) Awards
2016 Outstanding Service Award
For individuals who provide outstanding volunteer contributions to VTS Board of Governors and to the Society. It consists of a Plaque and $250.
Recipient: Fabrice Labeau, McGill University
Citation: For numerous outstanding service contributions to VTS, in particular for promoting VTS membership and Chapters activities development worldwide.
2016 James Evans Avant Garde Award
For leadership and continuing contributions in promoting new technology in the field of Vehicular Communications and Electronics. It consists of a Certificate and $250.
Recipient: Muriel Médard, Massachusetts Institute of Technology
Citation: For outstanding contributions in advanced Communications Theory and applications, in particular in the analysis and development of error control coding and network coding systems.
Stuart Meyer Memorial Award
For VTS members who have both served the Society and contributed to the development of radio technology and science in an outstanding and exemplary manner. It consists of a plaque and $2500.
Recipient: William Fleming, TRW
Citation: For contributions to VTS publications as Senior Editor for Automotive Electronics for over 40 years.

This year VTS has inaugurated a new award to recognize the work in leadership performed by all Past Presidents of VTS. The award consists of a Plaque presented to each Past President present (*) at the VTC2016-Fall Awards Luncheon. Past Presidents unable to attend the Award Luncheon received their plaque by mail.

2016 Hall of Fame Award
This most prestigious VTS Award was established to honor individuals whose leadership and significant contributions to technologies represented by the fields of interest of the VTS are truly outstanding.
Recipient: Claude Berrou, Télécom Bretagne
Citation: In recognition of pioneering and outstanding lasting achievements in the theory and development of high performance quasi-optimal error-correction codes, iterative decoding and equalization techniques.
